Intent. It is the intent of the Harrisburg School District (the “District”) to secure Proposals for Custodial, Maintenance, and Grounds services for five (5) Elementary schools, Cougar Academy/Lincoln Administration Building, three (3) middle schools, two (2) high schools, Hamilton School and Annex building as well as other miscellaneous properties.

Contract Term. The Contract shall commence on July 1, 2023, and run for a 36-month term, expiring June 30, 2026 (the “Initial Contract Term”). The Contract will have an option to renew for three additional 12-month terms (each, a “Renewal Term;” with the Initial Contract Term, the “Term”).


Question 1: Please clarify the tour dates, initial starting location, and if both tours are needed:

 

The Pre-Proposal Meetings/Tour dates, of which one is mandatory, but both are recommended, will be on Monday, 12/19/2022 and Tuesday, 12/20/2022 from 7am to 12pm.

  • At 7am, we will begin at Cougar Academy/Lincoln Building at 1601 State Street for a brief meeting in the Board meeting room on the first floor. We will then tour the Cougar/Lincoln building and proceed to the next building, which will likely be Downey Elementary school. We will publish a complete schedule by 12/15/22. Our goal is to take 45 minutes to tour each building and review the custodial, maintenance and grounds needs and expectations for each building.
  • Both tours will be needed unless the time to tour each building goes quicker than expected.
  • We understand you may need additional time for each building. We will add additional days if requested. These days will be open to all participants.  We will not conduct a tour specific to one company.

 

Question 2: The RFP calls for the Vendor to provide a vehicle to transport equipment and supplies. During the tours it was indicated that the current Vendor utilizes the District's vehicles. Will this be a change; meaning should we plan to buy a new vehicle for the District? If so, will the Vendor be able to utilize the District's fuel pump or should we budget to buy fuel?

The provider may use the district’s vehicles and fuel to transport items to the various buildings.

Question 3: How will the RFP be scored? What are the key points the District is looking for?

The District will be evaluating the providers based on the areas identified on Page 7 of the RFP.
