English Language Proficiency Standards

The PA English Language Proficiency Standards meet the requirements of the No Child Left Behind Act of 2001 by providing a framework for standards-based instructional and assessment planning for English language learners so that they may attain English proficiency, develop high levels of academic attainment in English, and meet the same challenging commonwealth academic content and student academic achievement standards as all children are expected to meet.

WIDA Performance Definitions

Ell's are give language proficiency level based on the WAPT placement test or ACCESS test. ELL's will process, understand, produce, and use language based on the following rubric.

Grade Level Referral Form

When HBGSD staff suspects that a student may be struggling due to language proficiency, he/she completes the attached form and submits to building ESL teacher or send to ELA office.

Differentiation

This two-part Bulletin provides a useful planning template and step-by-step explanations of how teachers can differentiate their grade-level content and language instruction and assessment for the ELLs in their classes.

The second and final part of this Bulletin discusses how the example strategies and tools identified for teaching ELLs in Part 1 can be put into practice. Some of these ideas include the use of graphic organizers, the preview-view-review strategy, parental involvement, L1 support, and flexible groupings. Lastly, this Bulletin addresses how educators can fairly evaluate ELL's performance in both content and language based on the learning objectives identified in Part 1.
